ORDER:
            One of the important features of Good Governance is undertaking  Social Audit.  Social audit implies inspection and quality check of the functioning of an institution by members of the public thereby making public institutions accountable to the people.  In Andhra Pradesh we have nearly twenty four thousand temples, of these atleast thousand temples are important ones.  These temples have large extents of land many of which are being enjoyed by unscrupulous encroachers.  This has to be prevented.
2)         Secondly many of these temples have large hundi collections which is not being put to use properly.
3)         There is also a need to check the various works being executed including temporary works done during festivals.  This is needed to ensure quality, fairness in procedures followed, avoiding wastage of temple money etc.
4)         There are several instances when pilgrims have complained that the temples officials have been either rude / indifferent to them which made their pilgrimage a sour experience.   Keeping these aspects in view it is proposed to have social audit by distinguished citizens.  A panel of 50 eminent persons who are distinguished in various walks of life and who are staunch Hindus will be prepared.  These persons will be invited for a one day orientation programme, after which they will be allotted in small groups to visit various temples in the State for audit whenever required.  Their report will be taken note of by the Commissioner of Endowments and the E.Os concerned and necessary follow up action shall be taken.  This step is very crucial for the improvement of temple administration in the State and it will a regular feature of Temple Administration hereafter.
5)         The CED is directed to commence implementation of this scheme and report compliance by 15th August, 2015.
